Google engineer Matt Cutts confirmed that links are important to Google in his blog post: "Google (and pretty much every other major search engine) uses hyperlinks to help determine reputation. Links are usually editorial votes given by choice, and link-based analysis has greatly improved the quality of web search."

However, he also stated that "Google does consider buying text links for Page Rank purposes to be outside our quality guidelines" and that he "wouldn't be surprised if search engines began to take stronger action against link buying in the near future".

He also revealed further information about what can happen to web sites that sell links: "Reputable sites that sell links won't have their search engine rankings or Page Rank penalized–a search for [daily cal] would still return dailycal.org. However, link-selling sites can lose their ability to give reputation".

I'm not sure, so I need your opinion.
For amateur sellers, I see PayPal Personal Account is the best choice, in my experience, having Premier or Business account is more risky to get limited due to credit report, high risk behavior of business as PayPal says, didn't like seller's website, ... etc
I'm using PayPal Personal Account, and I accept payments like Premier, of course despite some features for sellers' websites and can accept credit cards with no PayPal account required.

What do you say?
What's the best account for amateur sellers or who is often using his/her account to buy instead of sell?
Will PayPal force a user to upgrade his/her account at any time?
